Dean's decision meetings
The Dean's decision meeting is held every Wednesday at 11:30 a.m. Documentation can be submitted on an ongoing basis and the matter will be dealt with at the next meeting. Documentation received after the meeting documents have been sent out will be processed at the following meeting.

Students' right to participation
The Higher Education Act and the Higher Education Ordinance regulate students' right to participation when decisions are made.
The Higher Education Act, Chapter 2. Section 6
Decisions are to be made by individuals with research or artistic competence if these decisions require appraisal of
- the organisation, implementation or quality of a course or programme, or
- the organisation or quality of research.
If the appraisal referred to in the first paragraph above is to be made by a group of individuals, the majority of them shall possess research or artistic competence. A board may decide, however, that such a majority is not required if there are special grounds for doing so.
The Higher Education Act, Chapter 2. Section 7
The students are entitled to representation when decisions or preparations are made that have bearing on their courses or programmes or the situation of students. The Government or the authority decided by the Government may, pursuant to Section 7 of Chapter 8 of the Instrument of Government, issue regulations on the number of such representatives and how they shall be appointed.
The Higher Education Ordinance Chapter 2. Section 14
Section 7 of Chapter 2 of the Higher Education Act (1992:1434) contains a provision on the students’ right to representation when decisions are made or an enquiry undertaken.
If such decisions are to be taken or enquiries conducted by one individual, a student representative must be informed and consulted in good time before the decision is made or the enquiry completed.
If, under the second paragraph of Section 6 of Chapter 2 of the Higher Education Act, a decision is to be made by a group of individuals, students have the right to be represented by at least three members. However, the number of student representatives in such a group may be reduced, if there are special grounds given the total number of members.
In other regards, the higher education institution decides on the students’ right to representation as stipulated in the first paragraph.
Procedure description for the dean's decision meeting at HUV
- There must be a fixed day and time for the dean's decision-making meeting. The meeting takes place physically or digitally, mostly on Wednesdays at 11:30 am. The office sends documents to participants (dean, vice-dean, corps and presenters) usually on the Friday before the meeting. Please note that changes to the day and time of the meeting and the mailing of the documents may occur.
- The student unions in Sundsvall and Östersund must both be given the opportunity to participate in the dean's decision meetings. The student unions decide who from each union participates and notify the faculty office of this with name, email address and telephone number.
- In exceptional cases, it must be possible to make a dean's decision¹ at a time other than the fixed decision date, for example:
- urgent matters. The student unions will be notified by email and given the opportunity to respond within 48 hours (2 working days)
- matters that have been prepared in bodies where students have been involved. This concerns, for example, employment matters where the Academic Appointments Council has handled the matter up to the dean's decision,
- matters that are not covered by HEA 2:7. This may concern, for example, the appointment of reference groups for centres.
Before decisions are made, any gender inequality impacts must be taken into account.
¹ If decisions are made between decision meetings, information about these must be communicated at the next decision meeting.
